Dear Mr. Youngblood:

We have completed our review f the Final Environmental Impact Statement (EIS)

Related to the Operation of tne Byron Station, Units 1 and 2 near Byron, Ogle County, Illinois. Unit 1;will be ready for. fuel loading in April 1983 and commercial operation in October 1983. Unit 2 will be ready for fuel loading and commercial operation approximately one year later.

On January 18, 1982, we commented on the Draft EIS for the Byron Station.

Our comments expressed concern regarding the radiological impacts to man and his environment from the operation of this nuclear power plant and the need to complete the Radiation Emergency Response Plan. The responses pro-vided in the Final EIS have addressed our concerns regarding the radiological impacts.

However, we are still awaiting the completion of the Radiation Emergency Response Plan.

Once this plan is completed and tested, all parties will have a better understanding of how to handle emergencies at this site.

Our Agency will be a full participant in the testing and evaluation of this pl a n.

We appreciate the opportunity to review t.his Final EIS.

If you or your staff have any questions regarding our comments, please contact Mr. Bill Franz, at 312/886-6687 (commercia1) or 886-6687 (FTS).

5 Sincerely yours, Barbara Taylor B'c ley, Chief Environmental Re Branch Planning and Management Division M!
