1.0 PURPOSE This procedure provides instructions to ensure that information related j

to the IELP emergency preparedness program is disseminated to the g

public at regular intervals.

2.0 APPLICABILITY This procedura shall apply to the IELP personnel designated to provide the public within a 10-mile radius of DAEC with ir. formation regarding emergency preparedness.

3.0 RESPONSIBILITIES 3.1 Vice President Corporate Affairs o Develop public information program o Direct dissemination of information to the public concerning t

the Iowa Electric emergency preparedness program.

l o Ensure updating of public information at regular intervals o Conduct annual news media orientation seminars on emergency planning.

4.0 INSTRUCTIONS 4.1 The Vice President Corporate Affairs shall develop and implement a public information program to ensure that the permanent and transient adult population within the plume exposure EPZ are l;

informed on how they will be notified and what their initial actions should be as a result of an emergency at the DAEC. Key elements of tnis program shall include tne following:

4.1.1 An initial emergency plan brochure will be distributed by IELP to residents within a 10-aile radius of the DAEC to j

inform tne public of IELP's emergency plan and describe the actiuns that should be taken by the public during an emergency at the OAEC.

An up-to-date copy of the Emergency Plan

Brochure is maintained in the Corporate Affairs Department.

4.1.2 The Brochure discusses the following:

4.1.3 The Brochure will be distributed to all permanent residents in the 10 mile Energency Planning Zone.

In addition, copies will be issued to public places such as hotels, motels, recreational areas, campgrounds, county parks, etc. to l

ensure transient population coverage.

4.1.4 Initial distribution of the brochure and any significant deviations in the method of disimination or contents of the information provided to the public shall be publicized to ensure public awareness of its existence.

Any or all of the following means may be used to accomplish this:

a. The brochure, accompanied by a news release may be sent to:
  • Radio stations
  • Television stations o Newspapers l

b. As revisions warrant printed information can be included l

1.0 PURPOSE This procedure describes the means for reviewing, auditing, and updating IELP emergency plans and corporate procedures.

2.0 APPLICABILITY This procedure applies to organizations and individuals assigned to review, audit, or update IELP emergency plans and corporate procedures.

3.1 Emergency Planning Coordinator Ensure departmental reviews of the emergency response program, as required Ensure changes to emergency plans and procedures are made upon o

determination that a revision is needed l

Follow organizational, regulatory or other changes which might o

Ensure that review and audit findings are evaluated and o

corrections are incorporated into the emergency response-program Document the completion of reviews and audits of the emergency o

Direct an annual, independent audit of the emergency response 3

4.0 INSTRUCTIONS 4.1 Reviews of the IELP emergency response program shall be conducted by those IELP personnel responsible for its implementation and may result in recommended changes to The Plans and procedures. As a minimum, these reviews snall include the following:

4.1.1 A quarterly update of notification lists as follows:

recommended changes, shall be documented and incorporated into The Plan and procedures during the, annual review process.

4.1.3 Audits shall be performed by The Corporate Quality Assurance Department, a.

The audit shall cover a review of tne following:

Emergency response plans Implementing procedures and practices o

  • Training o Readiness testing Equipment o

Interfaces with State and local governments.

o NOTE The auditors shall have no direct responsibilities for implementing the Emergency Preparedness Program.

Following receipt of the audit report from the Manager, Corpora *.e Quality Assurance, the. Emergency Pl anning Coordinator shall document tne audit completion and submit a written report to corporate and DAEC management and involved Federal, State, and local organizations.

NOTE Audit reports shall be retained for five years.

4.1.1 Recommended changes to the emergency response program also may be identified by a review of the following:

a.

Organizational changes within IELP or support groups b.

Changes in regulatory-requirements NOTE Changes to the Emergency Response Program should oe made upon determination that a revision is needed.

If these changes are significant, the revisions should not

4.2 Recommended cnanges to the emergency response program as a result of the review process shall be implemented as follows:

4.2.1 Individuals responsible for review of a specific portion of the emergency response program, snall document the review and recommend changes to the program in a report tJ the Emergency Planning Coordinator.

4.2.2 Upon receipt of the review report, the Emergency Planning Coordinator shall take the following actions:

Obtain a licensing and technical review and approval of a.

proposed changes.

b.

Approve proposed changes.

c.

Determine the impact of proposed changes to other areas of the emergency response program and ensure the implementation of these changes as necessary.

d.

Ensure that changes are incorporated into the emergency response program.

4.2.e The Energency Planning Coordinator shall ensure that changes to the emergency response plans and procedures are distributed as follows:

a.

Revised pages shall be dated and marked to show changes.

b.

An adjusted Table of Contents shall accompany each change distribution, as applicable.

All changes shall show proper approval signatures prior c.

to distribution.

d.

Controlled distribution shall be to those IELP and outside individuals and organizations indicated on the approved distribution list for IELP emergency response plans and procedures. Additional distribution shall be approved by the Energency Planning Coordinator, Copies of changes to the EPIPs and CPIPs shall be e.

submitted to the NRC as indicated in 10CFR50, Appendix E.
