Gentlemen:
This is in response to your letter dated December 8,1981 which transmitted 4
revised pages to the Fundamental Nuclear Material Control Plan for License No. SNM-1120. These page changes are administrative in nature.
We have reviewed your submittal and determined that the page changes will not adversely affect the com.cn defense and security nor the public health and safety and are otherwise in the public interest. Accordingly, Safeguards Amendment MPP-1 to your License No. SNM-1120 is hereby revised, effective imediately, by revising existing License Condition 2.1 to read as follows:
2.1 The licensee shall follow the Fundamental Nuclear Material Control Plan dated January 28, 1981 as revised in accordance with the schedule of revisions dated December 4,1981 and as

revised in accordance with the provisions of 10 CFR 70.32(c).
l We have established that the enclosure to your letter dated December 8,1981 contains information of a type specified in 10 CFR 2.790(d). Accord 4ngly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
