The revised instructions for completion of Nuclear Material Transaction P.eports, DOE /NRC Fom-741, which were effective April 1,1981, require measured discard and inventory difference data to be inputted directly to NMMSS using the Fom-741. Consecuently, the need for this particular nonthly report to the NRC Region I Office has been superseded. Accordingly, Section 6.2.1.3, Page 6.4 (page revision number 4 dated April 1981) of your Fundanental Huclear Material Control Plan is no longer va* 4.
Be advised that an addendum to the revised instructions which speufy tine intervals for the discard and inventory difference report will be issued at a later date. Until that tine, you should subnit the respective report on a nonthly basis to NWISS via DOE /NRC Fom-741.
In addition, Section 6.1.3, Page 6.2 - 3rd paragraph (page revision number 3 dated February 1980), which allowed the use of HRC Fom-284, is also no longer valid. The Government Accounting Office has infomed the NRC that the use of this docunent constitutes duplicate reporting and that such a practice should be eliminated. Therefore, you should follow the instructions contained in NUREG/BR-0006, " Instructions for Completing Nuclear flaterial Transaction Reports" and use the DOE /NRC Fom-741 as a " Nuclear Material Transfer Receipt" in lieu of the NRC Fom-284.
We suggest that the respective aforementioned sections of your Fundamental Nuclear Material Control Plan be revised to accurately reflect actual practices.
