HARTSVILLE AND PHIPPS BEND NUCLEAR PLANTS - REPORTABLE DEFICIENCY -

RPS PANEL DESIGN DEFICIENCIES (NCR PRC 80-31)

Initial report of the subject deficiency was made to NRC-0IE, Region II Inspector, F. S. Cantrell, on August 7, 1980. The first, second, third, fourth, and fifth interim reports on the subject deficiency were transmitted on September 3, November 18, 1980, February 12, April 24, and November 3, 1981, respectively. In compliance with paragraph 50.55(e) of 10 CFR Part 50, this constitutes the sixth interim report for the subject deficiency.

TVA has elected to defer construction activities for the Hartsvi3 % and Phipps Bend Nuclear Plants. Deferral does not mean that the projucts will be cancelled but that TVA is minimizing its expenditures and construction efforts until such time that TVA has sufficient information to indicate whether the projects should be cow leted or cancelled.

Therefore, we will not be submitting a final report for this nonconformance until a final decision is made regarding these projects.
