Salaries and E::penses. The Nuclear Regulatory Comission is responsible for assuring that the possession, use and disposal.of radioactive materials and the construction and operation of reactors and other nuclear facilities are conducted in a manner consistent with public health and safety and the common defense and security, with proper regard for environmental quality, and in conformance with antitrust statutes.

The Commission's program is comprised of nuclear-facilities and materials licensing and related regulatory functions, inspection and enforcement, reactor safety research, nuclear materials safety and safeguards, rulemaking, and technical and administrative support activities.

The budget request for the Commission is stated in terms of obligational authority requested to carry out the responsibilities of the Commission.

Public Law 93-344, Congressional Budget and Impoundment Control Act of 1974, TITLE VI, Section 607, states that "...any request for the enactment of legislation authorizing the enactment of new budget authority to continue a program or activity for a fiscal year (beginning with the fiscal year commencing October 1,1976) shall be submitted to the Congress not later than May 15 of the year preceding the year in which such fiscal year beings...."

Accordingly, this section also requires authorizati]n of appropriations for l

FY 1984.

For fiscal year 1984, the requested tota'l auth'orization for appropriations is such sums as may be necessary.
