Dear Mr. Rawl:
This refers to your letter of April 9,1982 requesting our review of IAEA Certificate No. J/74/AF. Certificate No. J/74/AF is similar to K'IC Certificate of Compliance No. 9012 but authorizes a higher maximum U-235 enrichment (12.18 w/o vs 4.0 w/o).
The terms of criticality clearance states that " Water-tightness of inner container has been certified by the tests necessary for fissile material package. So no water in-leakage is assumed, as the condition of subcriticality evaluation, therefore quality control and inspection water-tightness of inner container shall be done."
We do not recommend the revalidation of IAEA Certificate No. J/74/AF.
In our view, the requirement of Paragraph 617(b) of IAEA Safety Series No. 6,1973 Revised Edition (As Amended), is not met. The individual package considered in isolation would not be subcritical if the contents were moderated and reflected by water. A high degree of quality control in the production and maintenance of packagings, coupled with special tests to demonstrate closure of each package before shipment has not been provided.
