NRC Inspection This refers to the routine safety inspection conducted by Mr. David D.

Skov of this office on May 4,1982 of activities authorized by NRC License tio. 27-17597-01 and to the discussion of our findings held by Mr. Skov with William Nichols at the conclusion of the inspection.

The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel and observations by the inspector.

Durin, this inspection, it was found that one of your activities appeared to be in noncompliance with NRC requirements. This iten and reference to the pertinent requirement are listed in Appendix A.

This item has been categorized into a severity level as described in the NRC Enforcement Policy (10 CFR Part 2, Appendix C), 47 FR 9987 (March 9, 1982).

The findings from this inspection, as well as the one conducted during July 27, 1979 indicate a repetitive item of noncompliance (see Appendix A, Item A).

We are concerned about the repetitive nature of the items of noncompliance observed during our inspections.

In addition to the need for corrective action regarding the specific item of noncompliance included in Appendix A, we are concerned about the implementation of your managenent control systen that allowed the repetitive item of noncompliance to recur. Consequently, in your reply you should describe in particular those actions taken or planned to improve the effectiveness of your overall management control g

system.
