00'ET CtERK Docket No. 70-1257 s

Dear Mr. Page:

Condition No. 18 in the subject license requires composite sampling of Exxon Nuclear Company, Inc. groundwater test wells followed by analysis for gross beta.

It further requires identification of the major beta contributors and analysis for technetium for all samples whose gross beta content is greater than 50 pCi/t.

Composites of three monthly samples from each of the 15 wells were prepared and submitted to U.S. Testing Company for analysis.

Exxon Nuclear does not have laboratory capability for the required analyses.

Results to date indicate that four of the 15 samples contain greater than 50 pCi/t and that trace quantities of technetium may be present.

Analyses at these extremely low levels are complicated by the fact that f h}

/

a significant portion of the beta content is at extremely low energy levels making it difficult to separate the alpha present from the bet O present.

In addition, the technetium analyses requires a solvent g{g0kh extraction separation before beta counting which is difficult and 9

certainly a nonroutine analytical method.

, 2 My 7 1982 u.s.nk*f The data available at thic point in time lacks sufficient credi Co lifory bility and completeness to make any further statements than have been NVSs s

indicated above. We have arrived at the conclusion that U.S. Testing q,

does not have the degree of competence necessary to accomplish the g

.j analytical work required; therefore, the analytical work will be transferred to Battelle which will significantly delay the program. As a result, the report to be submitted as required by the subject license condition, is not available at this time.

Such a report will be sub-mitted to you by May 31, 1982.
