Interagency Agreement NRC-03-82-122 Entitled, " Indian Point Fire Risk Analysis" Pursuant to the Economy Act of 1932, as amended by 31 U.S.C. E86, the U.S. Nuclear Regulatory Comission (NRC) desires to enter into an agreement whereby the National Bureau of Standards (NBS) would provide services for the project entitled, " Indian Point Fire Risk Analysis."
Accordingly, the parties hereto mutually agree to the following terms of this agreement:
Article I - Statement of Work The National Bureau of Standards will provide services to the Nuclear Regulatory Commission as set forth in the attached Statement of Work.
Article II - Period of Performance The period of performance for the work required hereunder shall be April 15, 1982 through May 28, 1982, at which time all work shall have been completed and all reports shall have been submitted.
Article III - Estimate of Cost and Obligation of Funds A.
The estimated cost to NRC of the work to be performed under this agreement is $30,000.00.
B.
The amount presently obligated by NRC for the performance of work under this agreement is $30,000.00 chargeable to the following accounting data:

. Article IV - Technical Direction and Authorized Representatives The Project Officer for this requirement is Mr. Benjamin Buchbinder (telephone:
301-443-5997). All technical instructions to the contractor shall be issued through the Project Officer.
As used herein, technical instructions are instructions to the contractor which provide details, suggest possible lines of inquiry, or otherwise complete the general scope of work set forth herein.
Technical instructions shall not constitute new assignments of work or changes of such a nature as to justify an adjustment in cost or performance schedule.
Article V - Billing Instructions All requests for payment shall be submitted on Standard Form 1081 in an original and three (3) copies to the following address:

5 Statement of Work
Title:
Indian Point Fire Risk Analysis A.
Background:
The NRC has the responsibility to review the Indian Point Probabilistic Safety Study (IPPSS) - including the fire risk assessment - for three reasons:
1.
The study represents a pioneering effort to treat fire in a reactor risk assessment.
The generic suitability of the techniques is to be evaluated.
2.
The Division of Safety Technology, NRR, is charged with preparing a safety evaluation of the Indian Point plants in light of the IPPSS.
3.
A hearing is soon to take place to assemble testimony on - among other issues - the risk posed by accidents at Indian Point, Units 2 and 3.
B.
Objective:
Obtain services to critically review the fire safety portion (section 7.3) of the Indian Point Probabilistic Safety Study from the stand-point of the suitability of the fire safety models used.
C.
Work Requirements:
Completion Date 1.
Review section 7.3 of the IPPSS and make 4/15/82 an initial qualitative assessment of the suitability of the fire modeling approach.
l 2.
Make a preliminary identification of deficiencies 5/21/82 in the fire modeling approach relative to fire i
load, ignition, spread and growth (including heat transfer modeling), fire scenario selection, i
suppression, and statistical analysis.
l 3.
Identify areas for further fire modeling.

The level of effort is estimated at 3/10 staff-years over a 2 month period of performance.

Reporting Requirements:
Technical Reporting 1.
Submit a letter report on initial qualitative impression of the suitability of the fira modeling approach.
Due: April 15,1982 2 copies 2.
Submit a letter report describing the preliminary evaluation of the fire modeling approach.
Due: May 21, 1982 2 copies 3.
Submit a letter report containing recommendations for conducting improved or more extensive fire modeling.
Due: May 28, 1982 2 copies All reports shall be submitted to Mr. Benjamin Buchbinder, Office of Nuclear Reactor Research, NRC.
F.
Provision for Additional Work Upon completion of the work described above, if it is determined that there is a requirement for additional effort, this agreement may be modified by mutual agreement of the parties as to the scope, resources, and period of performance of such additional work.
Business Letter Report Upon completion of the contract, a business letter report will be l
submitted to the Project Officer with copies provided to the Contracting r
Officer; the Director Division of Safety Technology, ATTN:
J. l'elllette; F. Rowsome, DST; and Mr. B. L. Grenier, NRR. This report will identify the title of the project, the contract number, the Principal Investigator, the period of performance, and will contain the following information:
