Background

DOE is presently planning to dispose of high-level nuclear waste in a deep geologic repository. Characterization of the site and access to the underground facility will be accomplished by manmade underground openings such as shafts and boreholes. These manmade openings will be sealed at decommissioning of the nuclear waste facility based on the requirements of 10 CFR Part 60. Specific requirements in Part 60 for borehole and shaft seals are subsections 60.133 and 60.142.

The technical position on borehole and shaft sealing will give guidance to DOE on what minimum design and verification requirements for seals are necessary in order to meet the regulatory needs of 60.133 and 60.142.

Discussion l

l Manmade underground openings in most states are generally required to be sealed when they are no longer in use. This type of sealing technology exists in the petroleum industry.

However, there are several distinct differences between the petroleum industry sealing technology and what

108.4/JER/82/04/30/0 technology is required for the sealing of openings in a geologic repository. This is based on the longevity requirement and the isolation and containment requirement for the geology repository.

Therefore, the criteria governing the design of shaft and borehole seals for a high-level waste repository must be more stringent than existing criteria for routine plugging of boreholes due these additional requirements Based on a review of current studies in sealing technology (0NWI-15, ONWI-54, ONWI-55, ONWI-108, ONWI-255), the following are areas that presently represent sealing issues or unique problems in repository sealing that will be encountered in designing shaft and borehole seals in a geologic waste repository.

Importance of shaft and borehole seals to the performance of the repository 2) obtaining reasonable assurance of seal long-term stability 3) acheiving a low permeability in the sealed area (e.g. rock zone fractured by shaft or borehole excavation, interface of host rock to sealing material, and sealing material) so as to avoid the potential of the shafts and boreholes being a preferential pathway to groundwater and radionuclides l

108.4/JER/82/04/30/0 4) design of shafts and shaft excavation with consideration of long-term sealing requirements 5) installation procedures for seals 6) seal compatibility with site specific repository environments The technical position will discuss these issues and develop guidance on how they effect the design of the seals and what minimum design qualification and verification requirements are necessary for compliance with regulatory requirements.

1) what information is necessary for reasonable assurance of seal performance, 2) when it is needed for a license evaluation, 3) what parameters are considered to be critical to seal performance, and 4) minimum verification requirements 1

necessary for assessing compliance with requirements.

l The conceptual design for sealing in basalt will not be submitted to the NRC until 1983. Therefore, information in the BWIP SCR on sealing will 1
