In accordance with a telephone conversation with your Mr. A. F. Olsen and Mr. Norman Ketzlach of any staff held on May 7,1982, and pursuant to Title 10, Code of Federal Regulations, Part 70, Materials License No. SNM-778 is hereby amended to add the following conditions related to the containment of the contaminated soil:
Condition 22. An annual survey shall be made of direct radiation of water channel (culverts passing under Chesapeake
& Ohio Railroad spur and main line) passing through the railroad right-of-way to assure that radioactivity is not migrating from the LRC restricted area (hillside) or the culverts.
Condition 23. An annual direct radiation survey shall be made at the east end of the canal to detect migration of activity to the canal via the creek.
.e Condition 24. Accumulated water in the retention basin shall be sampled at least annually and it its activity exceeds 10% of the concentration spedific<! in Appendix B, Table 2, Column 2 of 10 CP11 Parts 20, the collected water shall be pumped to the liquid waste retention basins for disposal as low level radioactive wastes.
Condition 25. A restricted zone shall be established on the crea north of the Chesapeake & Ohio main line right-of-way with a fence line based on radiation levels not exceeding an exposure dose rate of 500 mR/yr.
