NUCLEAR REGULATORY COMMISSION WASHING TON, D. C. 20555 s, s j JUL 2 61978 Mr. Walter P. Peeples, Jr., President Non Destructive Testing Management Association P. O. Box 1214 Magnolia Park Station Burbank, California 91507

Dear Mr. Peeples:

This is in reference to your letter of June 24, 1977, to Mr. Bernard Singer, Chief of the Radioisotopes Licensing Branch, in which you proposed a system for the registration, licensing, and control of individual radiographers.

Until your conversation of June 28, 1978 with a staff member of the Office of Standards Development, the NRC did not realize that you intended your letter to be a petition for rule making.

We are now treating your request as a petition for rule making pursuant to section 2.802 of 10 CFR Part 2.

The petition has been docketed to recognize your request for amendment of the Comission's regulations and has been assigned Docket Number PRM-34-2. Enclosed is a copy of a notice of the petition which will be published in the Federal Register.

The notice will invite public comments on the petition for 60 days following publication of the notice in the Federal Register.

Please reference the assigned docket number on any correspondence you may have concerning the petition. Upon expiration of the comment period, we shall furnish you with copies of any comments which have been received in response to the notice of filing of petition for rule making.

The Office of Standards Development will continue to be responsible for the technical issues raised in your petition.

Sin rely,

l J. M. Felton, Director Division of Rules & Records Office of Administration
