i Pursuant to this Board's March 14, 1982 " Order Granting Deferral of Testimony Due to Uncompleted Staff Review," the following is a status report for the Staff review impacting contentions SC 8/ SOC 19(h), SC 32/ SOC 19(f),

and S0C 19(i).

Both contentions SC 8/ SOC 19(h) and SC 32/ SOC 19(f) are impacted by SER i

open item #9, environmental qualification. However, contention SC 8/ SOC 19(h) concerns the entire qualification program of both mechanical and electrical equipment. Contention SC 32/ SOC 19(f) is limited to the environmental qualification of containment electrical penetrations.

It is currently expected that the Staff review of the electrical equipment qualifications will be completed prior to the mechanical equipment qualifications. Therefore, the Board will be able to litigate SC 32/ SOC 19(f) prior to SC 8/ SOC 19(h).

The Applicant submitted its program for environmental qualification of Class IE equipment in a letter from J.L. Smith to H.R. Denton, dated January 25, 1982. The submittal was prepared in accordance with the require-ments of NUREG-0588, " Interim Staff Position on Environmental Qualification of Safety-Related Equipment." The document contains information on the equipment subject to review, the postulated environments for which qualifi-cation must be demonstrated, the methodologies used for qualification, and t)507 s

. summaries of qualification data.for all equipment. The containment electrical penetrations are included in this response to NUREG-0588.

As the last part of the overall Staff review of the Applicant's environmental qualification orogram, an audit is usually conducted to examine the Applicant's qtalification documentation and to verify the equipment installed at the plant. As noted in the Staff's March 29, 1982 status report on SER open items this audit was anticipated for May,1982.

During the week of April 26-30, 1982, an audit was conducted at the Shoreham site. A team consisting of NRC Staff and technical consultants reviewed the Long Island L'ghting Company's central document files containing environmental qualification information for the safety-related electrical equipment. The purpose was to determine whether the files contained adequate evidence of qualification for demonstrating that the equipment will function as required.

In addition, the equipment items selected for audit were also examined in the plant.

As a result of the April audit, the NRC Staff determined that with respect to two items of electrical equipment, the central files did not contain adequate evidence of qualification. The items not fully qualified were the Barton 288A pressure switch and the Rosemount 1151 transmitter. The Staff has required LILC0 to provide further support for its qualification of this equipment, or revise its qualification status.

A submittal from LILC0 has been received by the Staff May 24, 1982.

Following this submittal a second audit will be conducted to determine if the deficiencies have been remedied.

The Staff has been informed by LILC0 that the Applicant will not be ready for this audit until June, 1982. The Staff reviewer hopes to be able to schedule the audit in early June.

Following the second audit the Staff will require time to assess the results and make any further inquiries of the Applicant that may be necessary. Once the qualification documentation and verification are found to be satisfactory, the electrical portion of the open item will be closed out.

Contention SC 32/ SOC 19(f) would be ripe for litigation at that time. A schedule for the completion of the overall environmental qualification review will be established in June, following completion of the electrical portion.

S0C Contention 19(i) is impacted by SER open item #8, dynamic qualification. This open item concerns the Applicant's seismic qualification l

program for Class IE electrical equipment as prescribed by Revision 0 and Revision 1 of Regulatory Guide 1.100.

The review of seismic qualification consists of two phases. The first phase is a review of the FSAR to determine whether the Applicant has defined and committed to a qualification program that complies with the Regulatory Guide.

Based on a February 1981 response to a Staff information request, the Staff considers this aspect of the review to be closed.

It should be noted that SOC Contention 19(i) appears to be limited to issues covered by this aspect

. of the review. The Staff did not request deferral of the ccatention and was prepared to go forward with testimony on SOC 19(i) addressing the Applicant's commitment to a satisfactory seismic qualification program.

The second phase of the Staff's review of seismic qualification is an audit of the implementation of the program defined in the F M R.

Normally this audit will be conducted when 85-90% of the relevant equipment is installed and the qualification documentation is complete. The schedules for the audit are therefore ultimately determined by the Applicant's readiness.

In the Spring of 1981 an advance audit was conducted at Shoreham, at LILC0's request. This audit identified the equipment not yet installed and the deficiencies in qualification documentation. Therefore, a second audit remains to be completed (as listed in the March 1982 status report). This audit cannot be conducted until the Applicant indicates that it is ready. At present, evidentally due to LILC0's concentration on the environmental qualification review discussed above, the second seismic audit is not yet I

scheduled. The Staff estimates that it will take place, at the earliest, in June. Given the fact that any audit is typically followed by a period for Staff evaluation, further requests to the Applicant, and a review of the Applicant's responses to those requests, the Staff does not anticipate being able to close out open item #8 for some time.

It is possible that after the electrical phase of the environmental qualification audit is completed, LILCO, and secondarily the Staff, will be in a better position to estimate the schedule for completing the seismic qualification review.

As with all the SER open items impacting contentions in this proceeding, the NRC Staff will endeavor to keep the Board informed of developments in the Staff review of open items #8 and #9.
