Dear Mr. Scnwencer:

The purpose of this letter is to request the following changes in Technical Specification for LaSalle County Station Unit 1:

Change Request NPF-ll/82-1 Revise the thermal hydrogen recombiner temperature controller deviation allowed in the surveillance.

This is one (1)

Class III amendment.

Change Request NPF-ll/82-2 Change the MSIV closure scram setpoint.

This is one (1)

Class III amendment.

These proposed changes are individually addressed in the attachments and have received on-site and of f-site review and approval.

Pursuant to 10 CFR 170, a fee remittance in the amount of

$8,000.00 is enclosed.

Unit 1 thermal hydrogen recombiner temperature controller deviation setpoint technical specification change.

Background:

The proposed Technical Specification change has been requested as a result of the inability to meet the Technical Specification Limit on recombiner heater controller temperature deviation in accordance with the vendor's technical manual during final pre-operational testing.

The temperature deviation limits were taken directly from the vendors manual without allowance for operating variations.

Discussion:

The station is requesting that the recombiner heater 0

0 temperature controller deviation of 1200 F +9 F be changed to 0

1200 F 1250F.

This change would allow for some small over and under shoot within the required two hour time period to reach heater stabilization.

The heater controller adjusts the output temperature of the reaction gas chamber by varying the time period for heater power operation.

The operation of the recombiner for the Technical Specification functional test requires that the heaters control at approximately 1200 F without recombination to check the operation 0

actual recombination, the heaters are set to control reaction 0

chamber gas outlet temperature at 1325 F which ensures essentially complete recombination.

Test data by the vendor has shown that a reaction chamber gas outlet chamber teniperature o f 13000F yields recombination ef ficiency of 99.9% as required in the FSAR.

Th e 250F difference between controller setting and 13000F test data temperature for maintaining 99.9% recombination was translated to the allowable heater temperature controller deviation during 0

i functional testing.

This ensures that a 25 F negative deviation 0

in the heater controller still results in 1300 F reaction gas outlet temperature and, therefore, 99.9% recombination e f ficiency.

The vendor has stated in telecons with the Station Nuclear Engineering Department that this controller deviation will not af fect the operation of the recombiner.

Conclusion:==

Commonwealth Edison finds no unreviewed safety question involved.
