Dear Chairman Smith:
Enclosed are four copies of the " Comments of O" in response to the April 28, 1982 Report of Special Master Milhollin.
To minimize the expense of serving these com-ments, Mr. Blake has kindly agreed to serve them together with the comments to be filed on behalf of the Licensee.
Because of this arrangement, there is no certificate of service attached to the comments.
Instead, Mr. Blake has also agreed to certify the service of the " Comments of 0" along with the Licensee's comments.
