Dear Mr. Palladino:

1 It has come to my attention that your Commission will be making final determination of whether or not Northeast Utilities of Berlin, Connecticut, i;

should be fined because of their inability to meet deadlines for the in-sta11ation and activation of a siren warning system as set forth by your Commission.

Plant quite obviously is concerned with Northeast's ability to fulfill requirements set forth by your Commission.

In many cases, I am sure monetary fines are productive, flowever, I do not feel that this case warrants them.

j Although I have been in office for only six months, I have worked closely with representatives of Northeast and the installation of sirens.

I be-1 lieve they were diligent in their efforts and have made reasonable efforts to have the system installed as expeditiously as possible.

I don't be-lieve all the towns that were recipients of sirens were as cooperative as the Town of fladdam has been and still it was a painstaking job. We were fortunate not only to have a minimum of adverse reaction from our e

townspeople but we encountered none of the zoning setbacks which Northeast has encountered in other towns.

I believe this was due to the cooperation of both parties.

i I have had the opportunity to talk to two of your staff members and I was Icft with the impression that they tcowere impressed with the sincerity of effort by Northeast.

I do not intend to question your Commission's reasoning behind fines because I am not familiar with the total picture t

of what your work entails. However, personally, I think a fine against Northeast Utility as far as the Town of fladdam is concerned would be counterproductive.
