On April 23, 1982, a substantial safety hazard as defined by 10CFR21 was reported to Mr. John Rogge at the NFC Region II office. The iten involves the architect-engineer's inadequate specification of separation criteria for non-safety related space heater circuits servirg safety relatal motors and safety related switchgear. Details are given on the attachnnnt. This item is beiry reportal under our 10CFR 50.55(e) procedure.

Nature of Defect, Substantial Safety Hazard Created, and Evaluation Durig recent field inspections, it was discovered that non-safety related space heater circuits serving various safety related switchgear and notors were in violation of the plant's designed separaticn criteria between non-safety related and safety related circuits. These inspections prcnpted the architect-engineer to review the non-safety related space heater circuits for separation violations. 'Ihis review along with subsequent inspections uncovered various separation violations involvirg the space heater circuits. Since the space heaters are being powered frcm non-safety related sources protecte1 only by molded case breakers, a short circuit could result in danaging safety related equipment and conpanents required to mitigate accidents or essential to brity the reactor to a safe shutdown.
