Dear Mr. Beghian:
The Conmission has issued the enclosed Amendnent No. 8 to Facility Operating License 40. R-125 for the University of Lowell Research Reactor in response to your request dated March 25, 1982.
This amendment changes the organizational structure as outlined in Section 6.1 of your Technical Specifications to reflect the current administrative organization for your facility.
Dased on the fact that this amendnent applies ta administrative changes which do not affect the daily operation of the reactor or the reactor safety system, we have concluded that:
(1) the amendment does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety margin, and, therefore, does not involve a significant hazards consideration; (2) there is reasonable assurance that the health and safety of the public will not be endangered by this action; and (3) such activities will be conducted in compliance with the Connission's regulations and the issuance 'of this amendment will not be ininical to the connon defense and security or to the health anri Tafety of the public.

We have determined that this amendnent will not result in any significant environmental irpact and that it does not constitute a major Cor.inission action significantly af fecting the quality of the human environnent.
We have also determined that this action is not one of those covered by 10 CFR S1.5(a) or (b). !!aving made these determinations, we have further con-cluded that, pursuant to 10 CFR 51.5(d)(4), an environmental inpact appraisal and negative declaration need not be prepared in connection with issuance of this av ndment.
