Dear Mr Streeter:

PRAIRIE ISLAND NUCLEAR CENERATING PLANT Docket Nos. 50-282 and 50-306 In response to your letter of March 29, 1982 which transmitted Inspection Reports ~ 50-282/82-04 and 50-306/82-04, the following is offered:

Violation 10 CFR 50, Appendix B, Criterion V states in part: " Activities affecting quality shall be prescribed by documented. instructions, procedures.

and shall be accomplished in accordance with these instructions, procedures or drawings. Administrative Control Directive 3ACD 4.1, as implemented by SACD 6.1, Design Change Control, requires that design changes be closed out three months after installation.

This is a Severity Level VI violation (Supplement 1).

Response

Design Changes 80Y105, 80Y109 and 80Y129 were not close_d out (i.e., associated final drawings updated and distributed) within 3 months after installation as identified in the Notice of Violation.

The referenced design changes were associated with Dil related modifications which were installed and turned over to Operations during the last quarter of 1981. Failure to close out the design changes in the specified time period was caused by delays in updating the " final" as-built drawings.

NSP believes that the failure to close out a design change within three months following installation (i.e., drawings) is not a safety concern because a

" construction" as-built drawing file consisting of flow and logic drawings has been established and is being maintained in the Control Room. The construction file contains the pertinent' updated information (i.e., drawings) necessary for the Control Room to safely and efficiently operate the facility, i

Mr Streeter April 27, 1982 To prevent reoccurence, the Corporate Level Directive, 3ACD 4.1, will be revised to delete the 3 month close out of design changes following installa-tion and will include measures to ensure that marked-up, as-built drawings (logic and flove) are incorporated into the construction file following in-sta11ation of a design change.

NSP will close out the referenced design changes and issue a new revision to 3ACD 4.1 by June 30, 1982.
