Dear Mr. Stolz:

This is in response to your letter of January 15, 1982 (Log No. 881) concerning the status of NUREG-0737 item I.A.I.3, Shift Manning.

Toledo Edison will comply with the overtime guidelines outlined in NUREG-0737 at Davis-Besse Nuclear Power Station Unit No. I but compliance with item I.A.1.3.2, Shift Manning cannot be achieved by the July 1, 1982 due date.

Toledo Edison has alwcys pursued an aggressive course in the selection and training of Licensed Reactor Operators for upgrade to Senior Reactor Operator and currently the Operations staff at Davis-Besse includes six (6) Senior License holders.

During the week of May 3, 1982, three candidates completed examination for a senior license (a fourth candidate was scheduled but was taken ill and hospitalized). Although not a certainty, if they were successful, the total number of senior license holders at Davis-Besse will be raised to nine.

Current practice at Davis-Besse is to utilize a Shift Supervisor as an instructor in the Training department.

This coupled with the fact that Toledo Edison utilizes a five shift rotation and a vacation relief man results in a total of twel're (12) senior license holders needed to comply with NUREG-0737 I.A.1.3.2.

With the next license examination currently scheduled for December, 1982, there is an excellent possibility that the remaining three senior licenses will be attained.

Given the uncertainty of the operator licensing process, however, it is impossible for Toledo Edison to determine when we can reach the goal of twelve senior reactor operator license holders.

Until that time, the Davis-Besse shift manning wil be maintained according to the current Technical Specifications.
