This letter constitutes a final report for both 10CFR50.55(e) M-16 and IE Bulletin 80-16 concerning Rosemount Model 1152 transmitters which could experience an ambiguous output when subjected to an overpressurization input.

The analysis has been completed on the thirty-five (35) safety related BOP transmitters purchased by the Cincinnati Gas & Electric Company. This analysis compared the maximum possible impressed pressure signal to 1407 of each transmitter's design range, which is the point at which the ambiguous output signal begins to appear. Two (2) of the transmitters were found to have the possibility through an extremely unlikely event, to excede the 1407.

Input signal design range. We are thus replacing these two Model 1152 trans-mitters with new Model 1153, fully qualified transmitters which are not subject to the ambiguous output characteristics.

All of the NSSS transmitters supplied by CE were Model 1151's and were not qualified. Therefore, they are all being replaced by Model 1153 transmitters.

It is anticipated that this will be completed by December 31, 1982.

We trust that this wholesale replacement of unqualified and possible design-compromising equipment will fulfill our requirements for responding to IE Bulletin 80-16 and closing 10CFR50.55(e) M-16.
