Dear Mr. Giuffrida:

This is in response to your March 8, 1982 and April 21, 1982 letters related to emergency response exercise frequency.

As we discussed in the joint FEMA /NRC meeting on April 19, 1982, the Commission formally acted on a proposed amendment to NRC regulations, including the concepts proposed by FEMA in your March 8,1982 letter.

The Commission did not agree to implement the proposal. While two Commissioners favored implementing the proposal, the other two felt that more experience is necessary before the present exercise frequency is reduced.

The NRC staff will continue to work closely with your staff on this subject in an attempt to make our respective regulations compatible.
