'f, The undersigned respectfully moves that the Board establish a tentative schedule for ' hearing Mr. Reed's contentions c d that such schedule be based upon the date that local plans are submitted to the Federal Errergency Management Agency for review.

1 DISCUSSICN It is recognized, by the undersigned, that plcns submitted to F.E.M.A.

1 are subject to alteration; however, it is felt that such plans are sufficiently firm in . form and content;that valid contentions can be elicited and. properly fornulated at that tin.e. An order from the Board requiring Mr. Reed to deliniate contentions prior to the plen being firmed

• 6 sufficiently to be presenth to F.E.M A. will have the effect of requiring Mr. Reed to rewrite such plano for local government due to the cany inadequacies that exist throughout current draft copies.
