50-260 50-296 This letter is in response to verbal requests from your staff regarding the Browns Ferry implementation schedule for 10 CFR 50 Appendix R item III.J (fire protection /eight-hour emergency lights). The schedule for implementation of the eight-hour emergency lighting to meet the requirements of 10 CFR 50 Appendix R was submitted to you in my letters dated October 28, November 3, and November 20, 1981 as part of our overall integrated schedule. This integrated schedule involved all NRC commitments requiring modification scheduled from October 1981 through 1986. As you know, this schedule represents a block of man-hours that requires dedication of a maximum level of onsite manpower to complete the required modifications for the reasons discussed in our submittals and in our September 30 and December 2, 1981 meetings with your staff. TVA pulled together all NRC commitment related modifications and categorized them according to safety importance. Maintenance, surveillance testing, and all other required on-going normal plant activities were integrated into that schedule. The scheduled manpower allotments for the installation of the eight-hour emergency lights will result in the following completion schedule by the end of the outages as follows.

Unit 2, cycle 4 - 33 percent - 1/30/83 Unit 1, cycle 5 - 66 percent - 7/17/83 Unit 3, cycle 5 - 100 percent - 1/16/84 A large percentage of the emergency lighting is presently scheduled to be installed during the scheduled unit outages. During these outages, access to the units will be less restricted and result in less interference with critical equipment, control panels, and greater accessibility than during normal unit operation. We would like to reiterate that this lighting system will supplement the-existing four levels of lighting: (1) normal (ac), (2) standby (ac-backup powered), (3) emergency (de-battery powered), and (4) portable.
