SUBJECT:

IN THE MATTER OF 238 NUCLEAR ISLAND GENERAL ELECTRIC STANDARD SAFETY ANALYSIS REPORT (GESSAR II); DOCKET NO. STN 50-447

Reference:

Letter to H. R. Denton from G. G. Sherwood, " Severe Accident Licensing Issues for BWR/6 Mark III GESSAR",

MFN-214-81.

Enclosed please find 3 original copies (transmitted under separate cover are 60 conformed copies) of Amendment No. 2 to the 238 General Electric Standard Safety Analysis Report (GESSAR II) for the above numbered application.

In Reference 1, General Electric outlined a proposal for using the GESSAR docket as the vehicle for submittal of information to address severe accident issues for the BWR/6 Mark III Standard Plant design. In implementing that proposal, General Electric is making two submittals.

This initial submittal includes a Probabilistic Risk Assessment (PRA) of the BWR/6 Standard Plant. Accordingly, Appendix 15D Section 3 has been added to GESSAR II to provide the PRA which quantifies the risk associated with operating a BWR/6 standard plant with a reference Mark III con-tainment for the purpose of electrical power generation. The remaining submittal, to be submitted in May 1982, will discuss specific BWR features and their capabilities to prevent and mitigate degraded core accidents.

It will be identified as Appendix 15D Sections 1, 2, and 4.

The details of the Appendix 15D submittal will be discussed with the NRC at a series of BWR Technology Update Meetings beginni.ig in early May.

These meetings with appropriate NRC staff personnel are designed to review technical information relating to severe accident issues included in the GESSAR submittal. The intent of the advanced PRA submittal with the subsequent Technology Update Meetings is to facilitate an accelerated J NRC review schedule.
