Dear Chairman Palladino:

cn I am writing to strongly urge that you allow Attorney General Francis Bellotti's intervention relative to the nuclear power plant Pilgrim I in Plymouth, Massachusetts.

In addition, I urgently request that onsite inspectors be permitted to oversee plant operations night and day, seven days a week and assume Boston Edison's responsibility for notifying the state of an accident; that onsite inspectors be per-mitted to oversee daily monitoring of radio active emissions; that a full-time paid civil defense director be appointed for the town of Plymouth; that the distribution of potassium iodide throughout the community and to reception centers be addressed, and that you require that the emergency warning system be fully tested, modified and approved before allowing the plant to go back on line.

As a legislator I am appalled and as the father of four children I am alarmed at your agency's lack of concern for the gross mismanagement on the part of Boston Edison.

It would appear that you have overlooked their minimal safety standards, repeated violations, arrant falsifica-tions, and total lack of responsibility in what can only be described as a sensitive and hazardous undertaking.

Surely the safety and welfare of the public must be of paramount concern.

Certainly they supercede production and profit in the order of importance.

While I recognize the need for an inexpensive source of energy, it can only be self-defeating to produce such energy at the expense of the health and safety of our citizens.

Again, I urge that your commission address itself to correcting the unacceptable management practices at Pilgrim I and to allow the intervention of the Attorney General before restoring the license to operate.

Restrictions can always be relaxed if future occurrences should prove it expedient.

The effects of a catastrophic event, however, can never be reversed.
