Appendix NOTICE OF VIOLATION American Electric Power Service Docket No. 50-315 Corporation Docket No. 50-316-As a result of the inspection conducted on April 13-15, 1982, and in-dcCordance with the Interim Enforcement Policy, 47 FR.9987.(March 9, 1982), the following violation was identified:
10 CFR 50, Appendix B, Criterion III, states, in part,_that " Measures shall be established to assure that applicable regulatory requirements and the design basis...as specified in the license application, for those structures, systems, and components...are correctly translated into specifications, drawings,. procedures, and instructions." " Measures shall be sstablished for i
the identification and control of_ design interfaces and for coordination among participating design organizations."
The Donald C. Cook Nuclear Plant FSAR Section 1.7.3 incorporates the above 3
10 CFR 50,_ Appendix B requirements and states, in part, that " Design reviews within...AEPSC areas of responsibility covered such items as stress, hydraulic, seismic and accident analysis."
Contrary to the above requirements, AEPSC had not prepared a design speci-fication for the engineering companies performing IEB 79-14 work. 'In addition, Associate Technologies, Inc. was performing IEB 79-14 work in accordance with a QA Manual and work procedures that did not meet AEPSC-program requirements.
Further the licensee had not' performed a design surveillance or audit of Associate Technologies, Inc..
This is a Severity Level V violation (Supplement II).
