Appendix NOTICE OF VIOLATION American Electric Power Service Corporation Docket No. 50-315 and Indiana & Michigan Power Company Docket No. 50-316 As a result of the inspection conducted on January 15 - 26, 1982, and in accordance with the NRC Enforcement Policy, 47 FR 9987 (March 9,1982),
the following violation was identified:
10 CFR 50, Appendix E - Emergency Planning and Preparedness for Production and Utilization Facilities,Section IV D2 (Notification Procedures) states, in part, " signs or other measures shall also be used to disseminate to any transient population within the plume exposure pathway Emergency Planning Zone (EPZ) apptupriate information that would be helpful if an accident occurs."
Contrary to the above, the licensee failed to provide emergency prepared-ness information to the transient population located at the Warren Dunes State Park that would be helpful if an emergency or accident occurs.
Further, this large transient population within the plume EPZ has not been provided an adequate opportunity to become aware of this information.
Also, camping and recreational areas as part of the transient population within the 10 mile EPZ were not provided with emergency preparedness information.
This is a Severity Level IV violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each item of noncompliance:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.
Consideraton may be given to extending your response time for good cause shown.
