Conditions Prior to Occurrence:

Unit 2 shutdown for refueling / maintenance outage. Unit 3 operati:

at full power.

Apparent Cause of Occurrence:

Unusual usage of diesel fuel oil by the auxiliary boilers.

Still under investigation.

Analysis of Occurrence:

During the period that the fuel oil inventory was below 104,000 gallons, both off-site power sources were available and all four diesels were operable. Surveillance testing of ECCS system and diesel generators were performed in anticipation of a planned maintenance outage of the E-4 diesel generator scheduled for midnight 3/28/82. Based on the minor discrepancy between required and actual inventory, the additional available inventory on site and the prompt delivery of diesel fuel, safety significance is considered minimal.

Corrective Action:

During the seekend of March 27, 1982, difficulties with the auxiliary boilers resulted in operating one auxiliary boiler on 42 diesel fuel instead of 86 fuel oil.

Diesel storage tank inventory therefore decreased more rapidly than anticipated.

At 5:00 AM on March 28,1982, this high consumption was recognised, Steps were innediately taken to obtain additional oil deliveries.

These deliveries (approximately 18,000 gallons) arrived on site at.approximately 2:00 PM on March 28,1982.

By 11:30 AM steps were taken to transfer the auxiliary boiler fuel oil' supply to 96 oil thereby stopping the conquaption of l

diesel fuel, Oil delivered at 2:00 PM was analyzed and placed in storage tanks by 5:30 PM restoring inventory to well above the 104,000 gallon minimum requirements.
