The fluclear Reculatory Comission (the Comission) having found that:

The application for anendment to the 'tillstone Huclear Power Station Unit 3 Construction Pemit contained in a letter, dated Decenher 30, 1981, and later anended in a letter, dated February ?4,1o92, addino Vemont Electric Generation and Transmission Cooperative, Inc. (VEGAT), Yemont Public Pover Sunply Authority (VPPSA) and Washington Electric Cooperative, Inc. (IIEC) as co-owners and transferrino ownership interests from the !!artford Electric Light Conmny (HELCO) and ifestern flassachusetts Electric Cmpany (W'tECO), each a subsidiary of Mortheast Utilities, to t'assachusetts fHnicipal Wolesale Electric Commny (tM.lEC), VEMT, VPPSA and ilEC, (collectively the " Purchasers"), cmplies with the standards and recuirements of the Atonic Enerny Act of 1954, as anended, and the Comission's rules and requlations set forth in 10 CFR Chapter I.

The issuance of this anendment will not he inimical to the conmon defense and security or to the health and safety of the public.
