i NRC-19-82-493 Page 2 of 4 ARTICLE I - STATEMENT OF WORK The Contractor shall provide expert opinion regarding the use of probabilistic risk assessment (PRA) for the Nuclear Regulatory Comission's Office of Policy Evaluation (OPE) to aid it in evaluating the role of PRA in the regulatory process.
In particular, he shall provide advice regarding implementation, evaluation of high probability / low consequence accidents, and other matters involving PRA use, as required. This expert opinion and consultation will be provided through visits to and consultation with OPE and the Comissioner's offices through the assignment of task orders.
The Nuclear Regulatory Comission (NRC) will specify, on each individual task order issued hereunder, that one or more tasks be perfonned on subject matters selected and assigned by the NRC.
ARTICLE II - PERIOD OF PERFORMANCE The period of performance under this contract shall comence on or about April 15,1982, and all work shall be completed on August 31, 1982.
ARTICLE III - CONSIDERATION In full consideration of the Contractor's performance hereunder, the NRC shall pay the Contractor at the rate of $101.00 per hour. The level of effort is estimated to be 99 hours0.00115 days <br />0.0275 hours <br />1.636905e-4 weeks <br />3.76695e-5 months <br />.
ARTICLE IV - OBLIGATIONS The amount presently obligated by the NRC with respect to this contract is
$9,999.00.
ARTICLE V - PAYMENT Payment shall be made in accordance with Clause 2 of the General Provisions i
entitled " Payments" in approximately thirty (30) days after submission of l
proper and correct invoices or vouchers on a monthly basis in a form satis-factory to the Contracting Officer; provided, however, that said payment (s) l shall not be deemed to prejudice any rights which the Government may have by law or under any other provision of_ this contract.
l ARTICLE VI - PROJECT OFFICER is hereby designated as the Contrccting Officer's John M. Montgomery authorized representative (hereinafter referred to as Project Officer) for technical aspects of this contract. The Project Officer is not authorized to approve or request any action which results in or could result in an l
increase in contract cost; nor terminate or settle any claim or dispute arising under the contract; nor issue any unilateral directive whatsoever.

monitoring the Contractor's technical progress, including surveillance 1.
and assessment of performance, and recomending to the Contracting Officer changes in requirements; 2.
interpreting the statement of work; 3.
performing technical evaluation as required; performing technical inspections and acceptances required by this 4.
contract; and

assisting the Contractor in the resolution of technical problems encountered 5.
during performance.

For guidance from the Project Officer to the Contractor to be valid, it must:
be consistent with the description of work set forth in the contract; 1.
not constitute new assignment of work or change of the expressed terms, 2.
conditions, or specifications incorporated in to this contract; 3.
not constitute a basis for an extension to the period of performance or contract delivery schedule; and 4.
not constitute a basis for any increase in the contract price.
ARTICLE VII - GENERAL PROVISIONS This contract is subject to the General Provisions entitled " Fixed Price Research and Development Contracts Under $10,000.00" dated November 14, 1977, which incorporates the FPR Changes and Additions and NRC Additions, which is attached hereto and made a part hereof.
Clause 14 of the General Provisions entitled " Patent Rights - Acquisition by the Government" is deleted in its entirety.

t NRC-19-82-493 Page 4 of 4 ARTICLE VIII - KEY PERSONNEL Saul Levine is considered to be essential to the work being performed hereunder.
Prior to diverting him to another program, NUS shall notify the NRC reasonably in advance of such diversion and shall submit justification (including the names and vitae of proposed substitutions) in sufficient detail to permit evaluation of the impact of such substitutions on the program.
No diversions shall be made by NUS without the written concurrence of the NRC.
