In the event of an emergency, these personnel would continue to be responsi-ble for actual operations of the plant.

5.3 Other plant personnel who are not assigned to one of the specific Emergency Teams or groups may, in the event of an emergency, be assigned to assist in the Emergency Response Organization by the supervisor to whom they normally report.

5.4 The General Manager shall promulgate a letter designating the Duty Emergency Coordinators.

5.5 Personnel assigned to Emergency response Organization positions are designated in 1903.50, " Emergency Response Organization". Potential alternates, as necessary, are indicated in the Nuclear Contingency Plan Implementing Procedure No. 1, " Assignment of Personnel to the Emergency Response Organization".

\~ ' CHANGE DATE 5.3 Alert - This Emergency Action Level includes those situations for which plant, state and federal officials are notified in order to assure that emergency personnel are available to respond should the situation be-come more serious. These situations, unless upgraded to a more severe Emergency Action Level, pose no harm to the public but confirmatory radiation monitoring by the state may be desired in order to verify that no ha rm has occurred.

5.4 Site Emergency - This Emergency Action Level includes those situations for which plant, state and federal officials are mobilized so that emer-gency response centers are manned, and personnel required for evacuation of near site art s are available should the situation become more serious. Situations classified under the Site Emergency Action Level should also be those for which it is prudent to provide early warning to the population within the Emergency Planning Zone so they may be in a state of readiness should the situation become more serious.

5.5 General Emergency - This is the most severe of the four Emergency Action Levels. This Emergency Action Level includes those situations for which plant, state and federal officials are notified so they may

, take predetermined protective actions, such as sheltering or evacuation of the public, in order to minimize the potential for radiological

/T exposure of the public. For these situations, early warning is pro-( ,) vided to the population within the Emergency Planning Zone so they may be ready to take protective action.

5.6 Emergency Planning Zone (EPZ) - The EPZ considered by this procedure is the Inhalation Zone - that area within approximately a 10 mile radius of ANO.

5.7 Onsite - The area within the Exclusion Area Boundary.

5.8 offsite - Those areas not covered by Section 5.7.

5.9 Onsite Technical Support Center - The location within the ANO Admin-l istration Building equipped with instrumentation and communication sys-tems and facilities useful in monitoring the course of an accident; this center is located in the 3rd Floor Conference Room.

l l 5.10 Onsite Operational Support Center - The ANO Administration Building; the normal work location for an individual is used as the reporting area l in this center with the following exceptions:

" Emergency Action Level Response" to determine if any Emergency Action Levels should be declared. An Unusual Event Emergency Ac-tion Level shall be declared by the Shif t Operations Supervisor if a fire in a vital area is not under control within 10 minutes, or an explosion on site results in equipment damage and/or personnel injury requiring hospitalization.

NOTE: The Fire Brigade Leader shall continue directing the fire fighting efforts until relieved by the Emergency Fire Team Leader.

8.2 The Fire Brigade shall take action to extinguish the fire under the direction of the Fire Brigade Leader.

CAUTION: IF MULTIPLE DELUGE SYSTEMS OR MULTIPLE FIRE HOSE USAGE IS REQUIRED WITHIN EITIER UNITS AUXILIARY BUILDING, PERSONNEL SHOULD BE DISPATCIED, WlERE POSSIBLE, TO ISOLATE ALL WATER TIGHT DOORS AND SAFETY EQUIPMENT ROOM FLOOR DRAINS ON TIE s

() 8.3 The Fire Brigade Leader, under the cognizance of the affected Unit's

(._/ Shift Operations Supervisor shall be responsible for directing the initial fire fighting efforts. After assessing the extent of the fire, the Fire Brigade Leader shall report to the Shift Operations Supervisor whether the fire can be extinguished by the Fire Brigade alone or if further assistance is required.

8.4 The affected unit's Shif t Operations Supervisor should determine, based on the Fire Brigade Leader's report, whether additional assistance is required from the Emergency Fire Team, Emergency Radiation Team, and/or the Russellville Fire Department. Notifica-tions should be made, as necessary.

8.4.1 Fire Team (if offsite, refer to Attachment 1, as necessary).

8.4.2 Russellville Fire Department (968-8110).
