COMAMCHE PEAK STEAM ELECTRIC STATION, UNITS 1 Al'D 2 DOCKET 110S. 50-445 AND 50-446 ORDER EXTENDING LATEST CONSTRUCTION COMPLETION DATES The Texas Utilities Generating Company, Dallas Power & Light Cocpany, Texas Electric Service Company, Texas Power & Light Company, Texas Municipal Power Agency, Brazos Electric Power Cooperative, Inc., and Tex-La Electric Cooperative of Texas, Inc. are the holders of Construction Pemit Hos. CPPR-126 and CPPR-127 issued by the Atonic Energy Comission* on Decerber 19, 1974 for construction of the Comanche Peak Stean Electric Station, Units 1 and 2.
The Texas Utilities Generating Company has sole responsibility for the design, construction, and operation of the facilities, which are presently under construction at a site l
located in Sonervell County, Texas.
By a letter dated June 19, 1981 the Texas Utilities Generating Conpany filed L
a request for an extension to the latest construction completion dates specified l

in' Construction Pemit Hos. CPPP-126 and CPPR-127 from August 1,1981 and L

- Effective January 20, 1975, the Atomic Energy Connission became the Nuclear l
' Regulatory Comission and Pernits in effect on that day were continued under the authority of the Huclear Reculatcry Comission.

P.casons given for the requested extension in time were:
(1) construction delays due to extended delivery of naterials and conponents, (2) delays due to design modifications resulting fron revised or additional regulatory requirements, (3) construction delays due to difficulties encountered in the installation of

various components, primarily pipe hangers and restraints, and (4) to provide a considerable nargin for unforesean contingencies.

This action involves no significant hazards consideration, good cause has been shown for the delays, and the requested extension is f40r a reasonable period, the bases for which are set forth in the staff's safety evaluation of the request for extension.
The preparation of an enviromnental inpact statenent for this particular action is not warranted because there will no significant environnental inpact attributable to the Order other than -that which has already been predicted and evaluated in the Connission's Final Environnental Statenent for Conanche Peak Steam Electric Station, Units 1 and 2, issued in June 1974, or in the Connission's Final Environmental Statenent related to the ooeration of Conanche Peak Stean Electric Station, Units 1 and 2, HUREG-0775, issued in September 1981.
The Cornission has detennined that this action will not result in any significant envirom, ental impact and, pursuant to 10 CFP. 51.5(d)(4), an environmental inpact statement, or negative declaration and environnental itmact appraisal, need not be prepared in connection with this action.

IT IS HEREBY ORDERED that the latest completion date for CPPR-126 he extended from August 1,1981 to August 1,1985 for Uni' 1, and that the latest conpletion date for CPPR-127 be extended fran August 1,1983 to August 1,1987 for Unit 2.
