In the Board's Memorandtsn and Order of May 5,1982 the recog-g nized the standing of any Licensee employee referred to in the bJ" Master's Report of April 28 to comment on the report.
I initiated tele-phone conversations on May 7 and 10 with counsel for Licensee to determine whether the affected employees had access to the report and other relevant information.
Counsel reported that the employees have had continuing access to the evidence and pleadings in the reopened proceeding and the use of duplicating equipment.
I suggested to counsel that it would be helpful to the Board if the Licensee were physically to manage and forward any comments.
Counsel explained that the Licensee does not want to be Dk

involved or thought to be involved in any employee comments and that there is no need to help the employees to deliver the comments in that the-necessary service information is clearly set out in the Board's Memorandum and Order of May 5.
I stated that, upon further consideration, I aaree that there was no need to help the employees, and that I understand Licensee's position.
