The Ikanfs policies conforru to generally accepted accounting principled for public utilities and the accounting nvluirements of the fuleral Energv Regulaton Conuni33 ion. UTILflY PLANT AND DEPRECIATION-Utility plant is stated substantially at original cost. Cost in-cludes laixir,inaterials, partnents to contractors, transportatior, and coidtnietion eilui}nnent use and indintt mots, such as employee Irnefits, general and admini3trative expen3cs, allowance fhr fbnds usal dunng constniction, less custorner contributions.

The cost of additions, trnewals and bettennents are capitalizal. Repairs and rninor replacements are charged to operating eyrnses.

With minor exceptions, the cost ofproivrty retirol and removal cost, hws sedvage,is charged to ac-cumulated depreciation when Inuperty is removnl irom nenice.

Depn ciation is computed using straight-line com;x>>ite rates which are njuivalent to appmxi-mately 3. lou of the Electric Utility General System and 3.2"6 of the Water Utility original costs of depariable utility plant.
