C9 DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 78 CONTAINMENT COOLING CAPABILITY POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with the provisions of 10 CFR Part 50.59, Wisconsin Electric Power Company (Licensee) hereby submits an application for amendments to Facil.ity Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Units 1 and 2, respectively.

The purpose of the amendments is to incorporate certain changes into the Technical Specifications concerning the operability of the containment fan cooling system.

These changes were requested by the Nuclear Regulatory Commission in Mr.

R. A. Clark's letter dated February 10, 1982.

l The proposed Technical Specification revisions, which are provided on the attached Technical Specification pages and identified with margin bars, are discussed as follows:

Specification 15.3.3.B, items 1.c and 2.a, have been rewritten as suggested on page 3 of the February 10 letter.

2.

Specification 15.4.5.c has been revised to include a monthly containment fan cooler accident fan operability test as requested on page 4 of the February 10 letter.

This accident fan operability test is in addition to the various service water valve and flow tests which have been and shall continue to be performed in r

accordance with our ASME Section XI inservice testing program and the refueling interval backdraft damper pc(

and service water bypass valve tests already in the Technical Specifications.

Mr. H. R. Denton April 30, 1982 In accordance with the schedule of amendment fees for reactor facility licenses contained in 10 CFR Part 170.22, Licensee has determined this license amendment approval for Point Beach, Unit 1, to be a Class II amendment.

This classifi-cation is based on Licensee's determination that the proposed revisions to the Technical Specification are primarily admini-strative in nature and have no safety or environmental significance.

The amendment application for Point Beach, Unit 2, is a duplicate of the Unit 1 request and is therefore classified as a Class I amendment.

A check in the amount of $1,600 for the full approval fees for both classes of amendments is enclosed.

As further specified in the Commission's regulations, we have enclosed herewith three signed originals and, under separate cover, 40 copies of this license mmendment application.

Please notify us if this application is not. completely responsive to your February 10 letter request.
