Turbine Orientation, dpon LILCO's oi t-Agreement to Satisfy SOC's Concerns Shoreham Opponents coalition (SOC) Contention 19(3) con-cerns the adequacy of Long Island Lighting Company's (L1LCO's) protection against low-trajectory turbine missiles. DOC has argueo that LILCG's turbine orientation is unf t.vorable with respect to saf ety-relacea structures.

Following the April 13, 1982 filing of airec testimony on SOC 19(j), SOC and LILCO have discussed certain comniitments that LILCO is willing to make to satisfy SOC's concerns about turbine missiles. By this Resolution Agreement, LILCO commits to certain steps, described below, regarding turbine inspec-tions. Based upon LILCO's agreement to take these steps, SCC no longer wishes to pursue SOC 19(j), and SOC and LILCO will i

jointly urge the Licensing Board to terminate further litiga-tion of SOC 19(j).

.M s-SOC will withdraw its testimony on Contention 19(j) and LILCO will include the following conaitions and requirements in the Shoreham Technical Specifications in the section entitleo

" Limiting Conaitions for Operations and Surveillance Requirements , Part 3/4. 7.10, Main Turbine Bypass System":

(a) Limiting conoitions for operation 3.4.7.10(a) -- The main turbine control system shall be operable for operation conditions one and two (power and startup).

(b) Surveillance Requirements (1) 4.4.7.10ta) -- The main steam turbine stop and control valves ano the combined intermeaiate valves will be exercised daily. During this procecure, the valves will be tested fully closed by sequence testing. Weekly tests will also be performed on these valves to observe travel of the valve stems and link-age locally. Mechanical ano electrical backup over-speed trip tests will be perrormed weekly while l carrying load and without tripping the unit by using i special test provisions.

(2) Integrity of the turbine rotor shall be aemon-stratea by requiring:

(a) Complete visual inspection and magnetic parti-cle tests of all external surfaces at each outage the rotor is exposed. ~

4 (b) Extensive ultrasonic testing of the shrunk-on wheels, wheel bores, and keyway surtaces at six-year intervals.

(3) If the recommendea frequency of these inspec-tions and tests is modified by the turbine manufacturer, appropriate changes shall be made to the above requirements.

SUC concurs in this Resolution Agreement.
