I an in receipt of your letter dated April 28, 1982, in wh1 express your concerns regarding the contents of my earlier letter of April 15, 1982, which summarized the events and conversations that occurred during my visit in February to the South Texas facility.
Specifically, you indicated some concern with that portion of my con-versation with the Houston Lighting & Power Company representatives regarding the Quadrex report. The Memorandum to File by my Technical Assistant, Mr. Gary Zech, which was attehed to the April 15, 1982, letter, is a complete and comprehensive account of my brief conversation with the Houston Lighting and Power personnel touching on the Quadrex report.
I regret that my earlier letter did not alleviate your concerns re-garding my visit to the South Texas facility and hope that this addi-tional information will do so.
