I am pleased to accept your invitation to address the uranium producers of the Wyoming Mining Association at your 27th Annual Convention in Moran, Wyoming in June, 1982.

As,we discussed in our telephone conversation on March 11, 1982, a similar flormat recently utilized during a meeting of NRC licensing staff and a contingent of Colorado uranium producers would be appropriate for the subject presentation as well. Specifically, I would conduct a round table open discussion of current NRC mill and mill tailings licensing requirements and define the methods by which the staff proposes to implement the newly issued regulations (barring congressional or legal constraints).
In additions I would be very happy to discuss any other matters of mutual interest, with the necessary exception of matters under litigation.
