PROPOSED IMPOSITI0ft 0F CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars will be issued on or about May 7,1982 to TVA. This action is based on viola-tions relating to positive access control to vital areas, and the licensee's tendency to react to specific NRC findings, rather than take the initiative in identifying potential problems.
A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of Alabama will be notified. The schedule of issuance and notification is:
Action Signed May 4, 1982 Mailing of Notice May 7, 1982 Telephone Notification of Licensee May 7,1982 The licensee has 30 days from the date of the Notice in which to respond.
Following NRC staff evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
