NW, Washington, D.C.. on December 9,1981. The purpose of this meeting was to discuss the draft report from the Department of Energy to Congress on:
- tne need for and feasibility of establishing a national reactor engineering simulator;
- the sufficiency of efforts in the U.S. to provide specially trained professionals to operate the controls of nuclear power plants and other facilities required for use in the back-end of the nuclear fuel cycle; and,
- the Program Management Plan for the conduct of research, develop-ment, and demonstration activities.
Notice of this meeting was published in the Federal Register on Monday, November 23,1981 ( Attachment A).
A copy of the schedule of presentations is Attachment B.
A list of attendees is contained in Attachment C.
Attachment D is a copy of the transmittal / summary letter for the final draft of DOE's response to Public Law 96-567. There were no written or oral statements received from members of the public. The meeting was en-tirely open to the public. Mr. Richard Major was the Designated Federal Employee for this meeting.

Y WORKING MINUTES Subcomittee Chairman's Opening Remarks Mr. Mathis opened the meeting at about 4:15 p.m. with a brief statement on the purpose and goal of the meeting.
He asked that each portion of the meeting begin with a brief discussion by DOE of how the final draft report differed from the initial draft.
He stated that the Working Groups would appreciate hearing how the ACRS comments and other comments on the initial draft report were incorporated into the final report. Mr. Mathis informed the NRC Staff representatives present that they would have an opportunity to comment on the report prior to the Working Groups general discussion.
Assessment of the Need for and Feasibility of Establishing a National Reactor Engineering Simulator Facility' The section of the report dealing with a national reactor engineering simu-lator underwent only minor changes. The major conclusion of the section remains that a national reactor engineering simulator, as proposed, is not needed by the U.S. nuclear industry or by the Department of Energy (DOE).
DOE will set up a working group composed of members of the industry, NRC, and DOE to consider research and development on improved simulation and reactor plant performance prediction tools. The Subcommittee asked to be kept informed of developments resulting from the Simulation Working Group deliberations.

and nonacademic institutions, outside the nuclear industry, have a large and expandable capability in place to provide training in nuclear fundamentals and.to augment specific training by utilities."
The report should contain a word of caution that there is no assurance that the necessary resources will be available to enable the existing training capability to be fully utilized.

The report should specify the extent to which the Institute of Nuclear Power Operations (INP0) will " provide adequately trained personnel to perform operational and supervisory functions."
Program Management Plan for the Conduct of a Research, Developnent, and
_D_emonstration Program for Improving the Safety of Nuclear Power Plants

The Program Management Plan is basically unchanged from that in the initial draft report.
A program has not yet been developed, however, Working Groups have been established in the areas addressed by the Act, with representation from the industry, NRC, and DOE.
These Working Groups have been meeting to identify issues, and in continuing meetings will develop national programs in each area and recommend measures for their implementation. The Subcommittee believes this is an acceptable approach to develop meaningful programs.

The Committee will be asked to provide their comments on the final draft report to DOE in writing.
