October 22 & 23,1981 -for the purpose of continuing its discussions con-cerning LMFBR safety philosophy. There were no written or oral statements made by members of the public. The entire meeting was held in open session.
Attached is the meeting agenda and documents received by the Subconsnittee.
Mr. E. Igne was the Designated Federal Employee for the meeting.
Dr. M. Carbon stated that the CRBR research budget will be about $8 million l
although some members of the NRC Staff stated that no additional research was necessary in order to license the CRBR.
It was the consensus of the Subcommittee that a person or persons not as-sociated with nuclear power generation should address the Subcommittee on the issue of risk aversion and its relationship to public acceptance.
J. Hartung presented an initial draft of a proposed report to the ACRS on the issues of LMFBR safety. The report is in four parts:
Introduction, Safety Philosophy, Safety Issues, and R&D Needs. An example of this format was presented. Concerning the R&D needs, this will be extracted from the write-ups at a later date.
Sid Siegel presented a prepared statement entitled, " Guidelines for LMFBR Safety Criteria." The purpose of this effort is to develop a set of guide-l lines to be used in the adoption of safety-related design criteria for LMFBRs.

MINUTES ADVANCED REACTORS 10/22823/81 R. Avery presented a list of 27 technical design issues which he felt could directly affect LMFBR design criteria and decisions.
The Subcommittee discussed thelist of safety and issues and modified them for use for further write-up assignment and discussion at the next meeting on December 3 & 4,1981 in San Francisco, CA.
M. Carbon distributed M. Bender's letter of June 16, 1981 for Subcommittee consideration.
In this letter; 13 issues were identified which M. Bender thought to be of paramount importance in establishing an ACRS position.
Each of Mr. Bender's issues was discussed and it was determined that they all can be addressed within the topics established by the Subcommitte.
J. C. Mark introduced the subject of reactor vessel overpressurization thermal shock as it applied to the LMFBR design.
This phenomenon is not a serious consideration in the LMFBR design because stainless steel is less susceptible to irradiation damage and the thermal transients are not severe.
G. Golden presented topics that he felt needed to be considered in its report.
Site suitability and the accident source term cust be established logically and realistically.
An outline for the Subcommittee's report was agreed upon. Authors for the various protions of the report were assigned (see attached list). First drafts for each portion are expected to be ready for Subcommittee considera-i l
