Affidavit of Frank Turski My name is Frank Turski.

I an a Senior Engineer at the Big Rock Point Plant.

!7 qualifications have previously been supplied in respenses to other interrogatories in this proceeding.

Attached, in response to NRC Staff Interrogatory 12 are Big Rock Point Plant procedures KFHS-1, MFHS-2, which describe the maintenance and testing progra=s used to assure 1) that the sling is operational and 2) that the sling is capable of catching a dropped cask.

Upon receipt of the 1980 MPR report, the Plant had modified the tag line drum, reset the wedge clearance and tested the transfer cask to confirm that the conditions in the report concerning vedge clearance, tag line slack and pin clearance, and trip lever position were in fact =et.

Consumers Power Cc=pany's internal =e=o CRAbel to SFC 80-028 describes the drun =achining and subsequent testing, while Big Rock Point maintenance order 80-FHS-291-Oh addressee setting the wedge clearance.

Procedure MFHS-1 and MFES h were recently revised by =e to ensure that the recon =endations contained in the 1980 IGR report vill continue to be =et.

Title:

Transfer Cask - Preparation For Fusi Movement 1.0 Purpose To inspect the irradiated fuel transfer cask for proper operation and to rig the cask and adjust the load indicating dynamometer preparatory to handling irradiated components.

2.0 Precautions and Limitations None 3.0 Initial Conditions Init. Date 3.1 Ascertain'that the transfer cask is freed from service (no irradiated components within).

t 3.2 The cask load indicating dynamometer must be calibrated by the Jackson labs within the past 12 months.

51 Rig Transfer Cask 5.1.1 Install transfer cask lifting slings and turn-buckles on reactor building crane 75-ten hook.

5.1.2 Position 75-ten hock over cask and rig to eask.

CAUTION: Ascertain that the cask slings are properly positiened against the cask spreader plate.

5.1.3 Reactor crane circuit breaker (located on South vall on the deck) is in the OFF position.

(Rpr:n) 5 1.h Using the Jib crane en the emergency condenser level, rf the transfer cask safety cables and 3

insert in position through the 75-ten crane trolley and the transfer cask spreader plate.

5.1 5 Return reactor crane breaker to ON (located on the deck).

5.1.6 Reposition the 75-ten hook over the cask and raise hook until cask weight is entirely supported by the slings.

5.1.7 Attach the safety cable actuating line to the actuating bar and remove slack =anually.

This line runs free.the take-up device en the crane trolley to the actuating bar en the cask.

CAUTION: Only renove the slack cable, do not put the cable in tension.

This can be done by noting that when the slack has been

5.1.8 Verify that the clearance between the vedges and the safety cable in the cask catch cechanism is less than or or equal to 0.050 inches.

Check the pin that holds the hanile to the svinging door mechanism and insure it is in place and prevented from falling out.

2.3 Insure that adequate cleanliness and housekeeping is maintained while working to prevent against fire hazards and foreign contamination (not necessarily radioactive).

5.1.1 If not previously completed, permanently identify each cable to be tested in a manner which does not impair the strength of the cable or end fittings.

An alternate r.ethod wculd be to pull on the cable directly without wrapping it around the fue' '"a"sfer cask.

5.2.1 Screw the cable threaded fitting end int) the threaded fitting eye and connect the eye to the dynamometer with a minimum 1/2-inch shank diameter shackle.

SuB6ested Method of Testing Handling Cables 5.2.2 Fit cable-to-drum anchor to anchor fitting eye and connect eye to the deck plug (example, etc.) with a minimum 1/2-inch shank diameter shackle.

5.2.3 Connect the dynamometer to a suitably sized come-along and connect the come-along to the deck plug anchor 4

using minimum 1/2-inch shank diameter shackles as required.

5.2.4 Using the come-along, apply as a minimum cable tension-L the test load required as noted on the Cable Status Sheet.

NOTE:

End fitting must not slip at 1650 lbs.

5.2.5 Release the cable tension and note the test load and results on the Cable Status Sheet (Attachment II).

5.2.6 NOTE:

If set up similar to Figure 2 is used, be sure to test the other end of the cable also, because of friction loss.

5.2.7 Disassemble test set-up.

l 5.3 Cable Inspection 5.3.1 Inspect the cable for br: ken strands or kd::ks.

Record the inspection results on the Cable Status Sheet (Attachment II).

If any deficiencies are noted, list below the corrective action or final disposition if-necessary:

Cables determined to be satisfactory per Sections 5.2 and 5.3 above shall be returned to service.

Cables noted to be unacceptable shall be destroyed and completion of Atcachment II.

All cables inspected given proper disposition. (Rprmn) 5.4.2 Acceptable cables shall be properly reinstalled on their respective cranes or otherwise stored.

All cables accepted properly reinstalled and completion of Attachment I.

NOTE: When removing cable from drum there will be several turns on drum after limit switch interrupts drive motor.

When reinstalling cable make sure the same number of turns are on the drum before rewinding, using drive motor.

This will insure no change in limit switch settings.

The differential cable speed between the 75T. hook and the small safety cable take up winch has been measured and the speed differential compensated for by machining slightly the take-up drum diameter.

As found conclusions: -

Drum diameter = 5.745" and the tag line speed was 1-7/16" faster on each 8'2" of main hook travel A machine' cut of.083" was made to trim the diameter of the tag line take up drum and:

New drum diameter = 5.662" and the resultant tag line speed was the 3/8" faster on each 7'0" of main hook travel.

The tag line take up drum was trimmed by.025" on the diameter and the tag line speed was then measured to be only 1/8" faster on 8' of main hook travel.

This tolerance of 1/3" on 8' of travel appears to be about as close as can be tolerated at this time.

If the transfer cask rigging is done at approximately the mid-travel elevation, and given the fact that the cask travel from full up to full dcun is 16'9", this would provide a 1/8" differential at both full up and full down.

On the full down stroke, the 1/8" would be in the form of slack and in the

~

full up position it would be in the form of tension. The 1/8" slack seems to present no safety problem in light of the design specifications of k'hiting Crane Company.

The 1/8" tension'at the full up stroke may present an operation-al problem by inadvertent tripping of the safety catch mechanism but this will be in the conservative direction.

The current plans call for rigging the cask in the above manner, Procedure M-FHS-1 has been revised to call for no slack rather than a slack to compensate for the cable speed differential.

The crane will then be put to use.
