M2 e Pursuant to 10 C.F.R. $ 2.742, and in accord 5Ece with the Board's Prehearing Conference Order fo February 11, 1982, the Department of Energy, Project Management Corporation, and the Tennessee Valley Authority (the Applicants), hereby submit their Supplemental Updated Response to Intervenors, Natural Resources Defense Council, Inc. and the Sierra Club, September 16, 1976 Request to Applicants for Admissions (39-67).l_/ The supplemental response consists of the attached

o RESPONSE.

51. The Applicants deny this statement. The Applicants' approach is to minimize the probability and consequences of malevolent acts involving nuclear materials and facilities (including CRBRP and support facilities) by applying the defense-in-depth integrated safeguards systems which have been and are being developed and supported by analyses.

ADMISSION.

52. The Applicant does not adequately analyze the programs to prevent such acts or disadvantages of any measures to be used to prevent such acts.

RESPONSE.

52. The Applicants deny this statement. The Applicants' analysis of the programs to prevent malevolent acts is well-founded and includes the use of on-site inspec-tions, fault-tree and vulnerability analyses, dynamic  ;

simulation modelling of system response to adversary action scenarios and a vigorous assessment program.

53. On October 27, 1970, a threat to blow up Orlando, Florida with a nuclear bomb unless a payment of one million dollars was made.
