Dear Ms. Horridge:

The U.S. Nuclear Regulatory Commission (NRC), received your request on February 18, 2020 to clarify and confirm certain provisions of the NRCs export regulations, in particular, the NRC general license for the export of source material in Title10 of the Code of Federal Regulations (10 CFR) Part 110.22.

This general license is a paperless authorization allowing export of very small quantities of certain forms of uranium or thorium, in concentrations of less than .05 percent by weight (excluding waste) to all but Restricted and Embargoed destinations.

General licensees may send individual shipments of 10 kilograms or less to any country not listed in 110.28 (Embargoed destinations) or 110.29 (Restricted destinations), not to exceed 1,000 kilograms per calendar year to any one country. Hong Kong is not listed in 110.28 or 110.29.
