OFFICE (OPEN TO PUBLIC ATTENDANCE)
The Commission, by a vote of 4-0, approved publication of a Federal Register Notice seeking public comment on the proposed legislation.
The Commission requested the Regulatory Reform Task Force to obtain the views of Commissioners and ensure that any changes to which a majority of the Commission agrees is reflected in the notice.
In the event that a consensus cannot be reached on specific word changes, a Commissioner may include his separate views.
In addition to comments of individual Commissioners, the Federal Register Notice should also reflect comments of the Senior Advisory Group and RRTF members.
The FRN should also mention that the Commission is considering other legislative changes in the nature of changing the hearing process, adding a backfitting rule of general application, changing the quorum rule, and any other concrete proposals under consideration.
Further, the notice should provide a description of those proposals.
