It has come to my attention that the Atomic Safety and Licensing Board has been requested to move its proceedings to distant locations.
It had been my impression that this question had been resolved to the end that you would continue to make your board and its proceedings easily accessible to residents of Cortlandt and neighboring communities, who need the information most.
No constituency has more right to or need for any access to the upcoming hearings than mine.
An unfair burden would be placed on residents of Westchester and Putnam counties if the board meets anywhere outside the N.R.C.'s emergency planning area.

I would like the opportunity to testify at the coming hearings in April in White Plains. My contention is that sirens can not become a workable method of notifying the public of an emergency due to their technical lack of reliability and the fact that they are controlled by radio signals which are themselves affected by nuclear radiation.
I am an electrical engineer and have designed sirens and other electrical devices for over 25 years. I am now the president of a telecommunications company.

Dear Mr. Carter:
Recently limited appearance hearings were held in Westchester and Rockland Counties concerning the Indian Point nuclear power plants.
I would strongly urge the ASLB to hold similar hearings in New York City since the Bronx is only 24 miles from Indian Point and lower Manhattan is approximately 40 miles from Indian Point, we too would feel the severe effects of an accident at the plant.
The problems of sheltering, evacuating and protecting millions of New York City residents would be overwhelming in the event of such an accident.
Yet we are totally unprepared;.there is no emergency plan for New York City.
The Intercommunity Center for Justice and Peace is sponsored by 33 religious orders in the metropolitan New York area.
The majority of our 10,000 members live in proximity to Indian Point.
We would also request that the ASLB hold the portions of the evidentiary hearing which deal with New York City in New York City.

It has come to my attention that the Nuclear Regulatory Commission will soon be conducting public hearings on the Indian Point Nuclear Power Plant facility. These hearings will be addressing specific issues such as Emergency Planning, Plant Equipment and the Economical and EnvironmentalImpact of a Plant Shutdown. I officially go on record requesting that these hearings be held at places within the ten mile emergency planning zone surrounding the Indian Point facilities. Also,I request that should there be more than a single hearing, one of them be held in Orange County. I have heard rumors to the effect that these Nuclear Regulatory Commission Hearings were to be held originally in New York City and now, supposedly, in White Plains. As both of these cities are outside the ten mile emergency planning zone, I hope that the rumor is not true. The best place to conduct hearings concerning Indian Point Nuclear Power Plant and its associate safety planning is within the ten mile emergency planning area of the facility itself. c hemo n_ I; feel compelled,to write you on 5,he matfers of the Indian Point Nuclear Power Plants. Being a' reside'6t'of'th'e Morris County area, I fear the highly probable occurance of a core meltdown, which almost happened at Three Mile Island"2. If such an-incident were to happen, up to 60,o00 delayed cancer deaths-could result beyond the So mile radius which includes my county. What happens to tha people living closer.is a nightmare-in my mind!! Almost 1o % of the U.F. population live within this 50 mile radius, thus immediate deaths and delayed deaths from a major radiation release would be in the millions. Evacuation is i=possible especially when many of the 288,000 people within lo miles of the Indian roi Point 3 Plant didn't haar the warning when a simulated accident drill was conducted. The 2 million dollar system of 88 sirens sounded like "a steady hum" according to the Mayor of the village where the plant is located. If it had been a real~ accident, no one would have been properly warned and'the people of the most densely populated area in the nation to live around a Nuclear Plant would be killed. That's certainly not a comforting thought. Unfortunety this isn't the only threat these plants create. The probability of an earthquake due to the close location;of these Plants to the active Ramapo fault is one, the hazardous wastes produced are another horror to the well-being of man and his environment. With all the problems and ill management control that have been so prevelant in all the Plants in the country and billions of dollars hing apont on thoco " horrors" with no satisfying results, only moTO problems and costly shutdowns, I feel and many others feel that Nuclear Power is not the safest, most efficient way to produce blectricity. Do doubt we have already been effected by these Plants, it's just a matter of time before the groesome results show up in the American People's bodies, water and soil on.which we so dependently exist. We =ust think of our future and the future of other generations. I don't want to die of cancer o( have my children die of cancer from a Nuclear accident oR it's wastes, I'd rather live in the dark!!! We must also think of our environment which we have abused and neglected for so long. It's time we started to work with Hature, instead of against if, for without it we diel! God has put enough energy on this earth for us to all live on naturely, Solar Power fpr +' e-s'yn, Hydropower fccrm the oceans, dams and r Refuse Derived Plants using garbage to poduce(iyar.s.,-even gl'sciers,iy[ simulating the process of energy. Even, chemical photosynthesis by {pl6nts; can be used"tcr'6'reat(e the energy we need along with windpow,er, also, with advanced' Space Technology, huge Solar Panels can be assembled to collent the sun's energy and return it to carth from shace. We've been. wasteful for too long! it's time we used all the alternatives' ve have for our; energy problems.
