Dear Mr. Haynes:

Your letter of February 24, 1982, requested additional information concerning our report on the 14 rem exposure to the Eberline badge worn by a Philadelphia Electric Company employee during August, 1981.

Specifically, your letter requested the maximum exposure the employee could have received during the following periods:

August 15, 1981 2:30 p.m. - 5:00 p.m.

August 17, 1981 4:30 p.m. - 6:00 p.m.

On both days the employee spent part of the time in question in the drywell working on the 3B recirculation pump.

Survey data taken on August 10, 1981, and August 15, 1981, indicate that the highest possible dose rate that the employee could have been exposed to was 120 mrem /hr which was in the area of the recirculation pump.

Haynes Page 2 Our review of security access data for the periods referenced above indicates that the employee was in the Unit 3 Peactor Building during the following periods:

August 15, 1981 2:34 p.m. - 2:58 p.m.

3:06 p.m.

- 3:40 p.m.

4:12 p.m. - 4:29 p.m.

August 17, 1981 4:38 p.m.

- 4:40 p.m.

4:47 p.m. - 5:43 p.m.

5:45 p.m.

- 5:48 p.m.

The periods from 3 :06 p.m. - 3 :40 p.m. on August 15, 1981, and 4:47 p.m. - 5:43 p.m. on August 17, 1982, correspond closley to the

'In' and 'Out' times recorded by the employee on the Radiation Work Permit.

Using these security access times and the highest dose rate in the area of the recirculation pump of

120 mrem /hr, the maximum employee dose was 68 mrem on August 15, 1982, and 112 mrem on August 17, 1981.

The remaining periods lack supporting evidence to verify the location and activities of the employee, however, the security access data indicates that the employee passed through the reactor building on his way in to suit up for drywell entry and on his way out at the end of his shift.

Based on this routine and the relatively short duration of these time periods, we believe there was no significant exposure associated with the other times that the employee was in the reactor building.
