APPENDIX A NOTICE OF VIOLATION Louisiana Po e and Light Company Docket No. 50-382 CPPR-103 Based on tl'? results of an NRC inspection conducted during the period of February 16, 1982-March 15, 1982, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation' was identified:
Criterion V of 10 CFR 50, Appendix B, states that, " activities affecting quality shall be prescribed by instructions, procedures or drawings of a type appropriate to the circumstances and that these activities shall be accomplished in accordance with these instructions, procedures, or drawings."
Ebasco Care and Maintenance Instruction CMI #150, " Emergency Diesel Generator and Control Panels " requires that equipment be protected from damage.
Contrary to the above, the NRC inspector observed on March 14, 1982, that the following condi_tions existed:

The following cables entering Emergency Diesel Generator, 3B-S, Generator Control and Relay Panel through a vertical conduit run in the floor of the cabinet appear to have been stepped on, in that, the insulation on the cables was flattened where they exit the conduit.
The cables are unprotected from the conduit to the terminal board area on the side of the panel.

Junction box covers were not installed on Emergency Diesel Generator 3B-S Junction Boxes JB-1 and JB-2.
This is a Severity Level V Violation (Supplement II.E.).
Pursuant to the provisions of 10 CFR 2.201, Louisiana Power and Light Company is hereby required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including; (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the l
date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation. Consideration may be given to extending your response time for good cause shown.
